***FCC Breathes Life into Project

Project OXYGEN LLC got the go-ahead from the FCC to land its
undersea fiber network at 10 points in the United States,
bringing the global fiber girdle a step closer to its planned
construction launch later this year. The first phase of the
Trans-Atlantic and Trans-Pacific network is expected to comprise
168,000 kilometers linking 78 countries by early 2003.
